Lucknow: Youngsters in Uttar Pradesh who will attain 18 years of age by Jan 1, 2027, will be able to apply for voter registration during the claims and objections period of the Special Summary Revision (SSR), scheduled from Nov 12 to Dec 11, chief electoral officer (CEO) Navdeep Rinwa said while speaking to TOI. The provision will particularly benefit youngsters born between Oct 2, 2008, and Jan 1, 2009, who are currently unable to submit applications either offline or through the existing online voter registration system because they have not yet turned 18.
Rinwa clarified that Jan 1, 2027, would be the qualifying date for determining eligibility during the SSR. This means anyone completing 18 years by that date can submit Form 6 during the notified claims and objections period, even if they are below 18 when applying.
Those born on or before Oct 1, 2008, are already eligible to apply for enrolment under the ongoing continuous updation process. Meanwhile, the CEO said eligible citizens who submit Form 6 by Oct 24 will be included in the draft electoral roll scheduled for publication on Nov 12.
A statewide special voter enrolment campaign will be organised at polling booths on Oct 24, providing another opportunity for eligible citizens to submit applications before preparations for the draft roll enter their final stage. Rinwa explained that electoral rolls would be frozen on Nov 2 to facilitate rationalisation of polling stations and redistribution of voters, with a ceiling of 1,200 electors per booth.
He said processing a Form 6 application normally takes eight to nine days, including a mandatory seven-day period for displaying application details on the notice board. However, applications received between Oct 25 and Nov 11 pose an administrative challenge, as they would fall between the practical deadline for inclusion in the draft roll and the formal commencement of the claims and objections period.
As per an official source, discussions are underway with the Election Commission of India (ECI) to determine how such applications should be handled transparently. “Like claim and objection period, here too, Form 9 will be used for transparency,” the source said.
Meanwhile, Rinwa clarified that the requirement to prepare and publicly display Form 9 lists of voter registration applications applies specifically to applications received during the officially notified claims and objections period. Since Form 6 is considered a ‘claim’ during this period, Form 9 is mandatory here.
Under the Registration of Electors Rules, 1960, Form 9 lists are prepared for applications received during this period, rather than those submitted before or after it. According to the SSR schedule, claims and objections can be submitted until Dec 11 and will be disposed of by Dec 28.
The final electoral roll will be published on Jan 4, 2027, ahead of the Uttar Pradesh assembly elections.
